Photo taken on August 17, 2010 of the launch of the power barge "Josefa Rufina I" in the Sabine River, Texas. Built by Waller Marine at the Signal International Yard in Orange Texas. The barge is the second of 2 identical floating power plants for Caraccas, Venezuela.
